Who Is Philip Richard Perry? Meet Liz Cheney’s Son

Philip Richard Perry was 21 years old when he stepped up to speak at the funeral of his grandfather, former Vice President Dick Cheney, inside Washington National Cathedral on November 20, 2025. Most of the mourners had never heard his voice. He kept his remarks to a single sentence and sat back down.

It was the first time he had ever spoken in public.

Who Is Philip Richard Perry?

Philip Richard Perry is the son of former U.S. Representative Liz Cheney and Washington lawyer Philip J. Perry, and a grandson of former Vice President Dick Cheney. He was born on July 2, 2004, in Washington, D.C., the fourth of Liz Cheney’s five children, and grew up in Wilson, Wyoming.

He draws public interest because of his family rather than anything he has done himself. The Cheneys have been prominent in Republican politics for decades, from Dick Cheney’s years as a congressman, defense secretary, and vice president to his daughter Liz’s time in the House. For most of his life, Perry stayed in the background of that story.

Born While Dick Cheney Was Vice President

Perry was born at Sibley Memorial Hospital in Washington on July 2, 2004, while his grandfather was vice president under George W. Bush. That made his arrival official news. The White House put out a release noting that he was born at 11:02 a.m. weighing 8 pounds 6 ounces. He was Dick and Lynne Cheney’s fourth grandchild.

He appeared in public for the first time a few weeks later, too young to know it. At the Republican National Convention that September, his grandmother Lynne Cheney held him, then eight weeks old, while the family gathered after Dick Cheney’s speech at Madison Square Garden in New York.

Those records remain close to the most detailed public account of him. He turns 22 on July 2, 2026, and almost nothing about the time since has been reported.

Liz Cheney’s Children: Philip and His Four Siblings

Perry is the fourth of five children born to Liz Cheney and Philip Perry, who married in 1993. In order of age, they are:

  • Kate Perry, born 1994
  • Elizabeth Perry, born 1997
  • Grace Perry, born 2000
  • Philip Richard Perry, born 2004
  • Richard Perry, born 2006

The family is based in Wilson, Wyoming, a small community in the Jackson Hole valley, near the Snake River where Dick Cheney liked to fly-fish. The children grew up there, a long way from the Washington world their parents worked in.

His father, Philip J. Perry, is a longtime Washington attorney who held senior legal posts under George W. Bush, including general counsel of the Department of Homeland Security, before becoming a partner at the law firm Latham & Watkins.

His mother is the more public figure. Liz Cheney represented Wyoming in the U.S. House from 2017 to 2023 and chaired the House Republican Conference before becoming one of the party’s sharpest critics of Donald Trump. She served as vice chair of the House committee that investigated the January 6 attack on the Capitol and lost her seat in the 2022 primary. Her five children rarely appeared in the press through any of it.

What Liz Cheney’s Son Said at Dick Cheney’s Funeral

Dick Cheney died on November 3, 2025, at the age of 84, from complications of pneumonia and cardiac and vascular disease. His funeral two weeks later at Washington National Cathedral drew mourners from both parties. Former Presidents George W. Bush and Joe Biden attended, along with former Vice Presidents Mike Pence and Kamala Harris. President Donald Trump was not invited, a senior White House official said.

Several of Cheney’s grandchildren spoke, each with a particular memory:

  • Grace described her grandfather driving her and her horses across Wyoming for high school rodeo in his Ford F-350.
  • Richard recalled him showing up to football games and cooking the family’s Thanksgiving turkey.
  • Elizabeth remembered him driving her to college and watching John Wayne movies with her.

Then Perry spoke about him:

“He always told us how proud he was of us, and we will always try to follow his example.”

His oldest sister, Kate, was the only grandchild who missed the service. She was about to give birth.

What Is Known About Perry Today

For someone whose birth was announced by the White House, the record of his adult life is thin. There is no confirmed reporting on his education, his work, or his politics, and he has never given an interview. The family has said nothing about it.

Several websites that trade in celebrity-family details have tried to fill the gap and gotten basic facts wrong, claiming he has no siblings or reversing the order of his name. Neither claim holds up. He has four siblings, and his full name is Philip Richard Perry.

He first appeared in public at eight weeks old, in his grandmother’s arms at a political convention. Twenty-one years later he spoke for the first time, at his grandfather’s funeral, and spent his one sentence on someone else. The years between those two moments are almost entirely undocumented.
